The Texas Pension Review Board has added a Minimum Educational Training, or MET, dashboard to its Pension Online Reporting Tool, known as PORT.
The new dashboard allows authorized system portal contacts to manage training information and monitor compliance from one centralized location. According to the PRB, system contacts can now:
- Enter and submit contact and training information for trustees and administrators.
- View training and reporting compliance statuses.
- Monitor the approval status of submissions in real time.
The functionality is designed to give retirement systems greater visibility into their MET records and help system administrators identify incomplete information or reporting issues before they become compliance concerns.
What is the Pension Review Board?
Created in 1979, the Texas Pension Review Board is an independent state agency responsible for overseeing and reviewing state and local public retirement systems in Texas. Its work includes monitoring the actuarial soundness of systems, collecting required financial and administrative information, reviewing compliance with state reporting requirements, and providing technical assistance to retirement system officials.
The PRB currently oversees hundreds of public retirement systems throughout Texas and provides information to retirement systems, policymakers, plan members, sponsoring governmental entities and the public.
Education is an important part of that oversight responsibility. The MET program establishes education requirements for trustees and system administrators, helping ensure that those responsible for governing public pension funds receive training in areas such as fiduciary responsibility, governance, investments, actuarial matters, benefits administration, and ethics.
Why the Dashboard Matters to TEXPERS Members
Public retirement systems must report MET participation and changes involving trustees and administrators to the PRB.
Systems are generally required to submit the MET Program Form, or PRB-2000, and the MET Registration Form, or PRB-150, by April 1 each year. The registration form must also be submitted within 30 days of a trustee or system administrator joining or leaving a system.
For TEXPERS System Members, the new dashboard should make that responsibility easier to manage. Instead of relying exclusively on separate files, emails, or internal tracking documents, designated portal contacts can use PORT to see whether information has been submitted, determine whether training and reporting requirements have been satisfied, and follow the PRB’s approval process.
That increased visibility may help systems:
- Identify missing trustee or administrator information earlier.
- Verify that training records have been submitted successfully.
- Track whether filings are pending, approved or require additional attention.
- Maintain stronger documentation for internal governance and compliance purposes.
- Prepare more efficiently for annual MET reporting deadlines.
